Brief description
By now, Regulatory Impact Assessment (RIA) has formally gained a strong foothold both in Germany and Europe but establishing it in practical use remains difficult. "Three day RIA groups" as well as elaborated studies in several volumes do not appear to meet the aim of harmonising political decisions for the various target groups.
During the congress, practical experiences were relied on to clarify what marginal conditions are necessary to be able to turn RIA into a beneficial instrument of communication between politics, administration, science and social groups. Looking at various policy areas, the following issues were discussed:
• Contextualisation of RIA in the decision-making process
• Scope and limits of various methods
• Significance of various behaviour assumptions
• Effects of broader transparency of aims and design options within the political process
